A PC with staggered boot sequence?

Hi folks, I've an Asus x470 Pro mobo. This is a new build in a corsair air 540 case, msi vega 56 gpu, ryzen 2700x cpu, gskill 16 gig ram, 1tb ssd,Windows 10. Psu is evga 850w gold.

From the onset, this build has a staggered boot, in that, it winds up for 1 second, clicks off, then three seconds later boots up and stays on. I've contacted Asus, who state its not supposed to do that. They suggested clearing the cmos, which I did, actually replaced the battery, and still same boot sequence....
