HDMI over cat issues

I have some Neet hdmi extenders that I used in my last house and am wanting to use them in my new house however have come across an issue.

We just had the house rewired and all the cables go down to the cellar. There are 2 cat 5 cables that go from the cellar to the lounge tv as I plan to pass the CCTV video signal back to the lounge tv. This is where the issue lies.

I’ve connected everything up and I’m just not getting a signal to the lounge tv. I’ve used some 1m Ethernet cables to test...
